Off Grid Heating Fuel Support Scheme Privacy Notice
The UK Government has allocated £3.8 million to Wales to support those on low incomes who are being impacted by high energy costs due to the conflict in the Middle East. Welsh Ministers have considered options and determined the scope and scale of the support. The payment will be £200 to each household eligible for the Council Tax Reduction Scheme (CTRS) and who are reliant on either heating oil or LPG.
The payment is to be distributed by local authorities. Those on the CTRS and likely to be reliant on heating oil or LPG will be sent a letter from their local authority and this will invite them to apply. Claimants will need to confirm their heating fuel type and provide bank details, with payments made directly into bank accounts.
The one-off payment is intended to ease some of the financial pressures that low-income households are facing with the increased cost of heating oil and LPG. For example, the payment might enable some households to place orders they would otherwise be unable to place or help some households reduce their risk of falling into wider debt if they have recently had to pay for a delivery at vastly increased cost compared to pre-conflict levels. The payment may also improve the mental wellbeing of the members of the household by reducing the stress associated with financial worries.
This privacy notice details how your personal data will be processed by the Authority to administer this scheme.
The information we collect about you will be used for the purpose(s) of:
- Assessment of your eligibility for the Off-Grid Heating Fuel Support payment
- Payment of the support grant to you.
The lawful basis for the processing of your information is:
- Processing is necessary under UKGDPR Article 6 e) Processing is necessary to perform a task in the public interest
Where Special Category data is processed, the lawful basis is Article 9 (2) g) reasons of substantial public interest (legislation as below). The substantial public interest processing conditions are 6) statutory and government purposes.

- Localism Act 2011.
- Wellbeing of Future Generations Wales Act 2015
If you do not give us the information we need when we ask for it, this may result in the Authority being unable to assess your eligibility for support under the grant scheme.
We collect the following types of personal data about you to deliver this service:
- Name, address
- Contact Telephone Number
- Contact E-mail address
- Council Tax Reduction Scheme status
- Council Tax Account reference
- Bank Name, Sort Code and Bank Account Number
- Supporting documentation
- A copy of a Bank Statement dated within the last 6 months
- A copy of a Heating Oil or LPG bill dated within the last 12 months.
We do not receive personal data from any other source to provide this service to you
Your information will not be transferred outside the United Kingdom.
We will share non-personal statistical data with the Welsh Government.
There are also other specific situations where we may be required to disclose information about you, such as:
- Where the Council is required to provide the information by law
- Where disclosing the information is required to prevent or detect a crime
- Where disclosure is in the vital interests of the person concerned
