Parking Services Privacy Notice

The Parking Services collect and process personal data about you in order to provide Parking Services and Parking Management Services and to fulfill their statutory duties. See the information below about why the service needs your information.

The purposes for which we use your personal data

The information we collect about you will be used for the purpose(s) of:

  • Parking Contravention Monitoring and Enforcement
  • Season Ticket, Private Car Park permit and Waiver administration
  • Prevention and detection of crime

The lawful basis for the processing of your information is to carry out a task in the public interest or the exercise of official authority, and where necessary to comply with our legal obligations under the following legislation:

  • Traffic Management Act 2004
  • The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013
  • The Civil Enforcement of Road Traffic Contraventions (Representations and Appeals) (Wales) Regulations 2013

Where special category data is processed, the lawful basis relied upon is Article (2) g) reasons of substantial public interest (with a basis in law); legislation as above. The processing condition shall be 6 (statutory and government purposes).

What if you do not provide personal data?

If you do not give us the information we need when we ask for it, this may result in:

  • Our being unable to process an application for a Private Car Park Permit or Season Ticket
  • The Traffic Enforcement Centre being unable to consider witness statements related to warrants of recovery issued against you
  • The independent parking adjudication service for England and Wales being unable to determine appeals in relation to the issue of Penalty Charge Notices to you / your vehicle

What type of information do we use?

We may collect the following types of personal data about you to deliver this service, depending on your circumstances:

  • Name
  • Current and previous addresses
  • Date of birth
  • Telephone number(s)
  • Email address
  • Bank/payment details
  • Vehicle details including registration number, vehicle make and model
  • Car lease / hire contract details
  • Photographs of your vehicle
  • Information about your health
  • Information about your finances
  • Blue Badge information
  • Body worn CCTV
  • We also generate a unique reference number for Penalty Charge Notices issued in Civil Parking Enforcement

Do we use information received from other sources?

To provide this service, we collect information directly from you but also receive information from the following sources:

  • The Driver and Benefits departments (both within Ceredigion County Council and other Local Authorities)
  • Electoral Registration departments (both within Ceredigion County Council and other Local Authorities)
  • Ceredigion County Council Estates Section
  • Blue Badge departments (both within Ceredigion County Council and other Local Authorities)
  • Dyfed Powys Police and other Police Authorities
  • Citizen’s Advice and other civic assistance organisations.
  • Welsh Penalty Processing Partnership
  • Enforcement Agents (Proserve Wales)
  • Traffic Penalty Tribunal
  • Traffic Enforcement Centre
  • Car Hire companies
  • Motability
  • European Parking Collection

Transferring your information abroad

Your information is transferred overseas by a private contractor to relevant EU member states. Details of their privacy notice can be found on their EPC Group Privacy Notice page.

We do this in order to enforce parking contraventions related to foreign registered vehicles.

The following safeguards are in place to protect your data:

  • The private contractor is required to comply with GDPR requirements - arrangements related to monitoring of the private contractor are made by the Welsh Penalty Processing Partnership who have engaged the contractor on behalf of Partner Authorities

  • Denbighshire County Council (for the administration of the Wales Penalty Parking Partnership)

  • Other Local Authority Blue Badge departments
  • Dyfed Powys Police and other Police Authorities
  • Citizen’s Advice
  • Welsh Penalty Processing Partnership

There are also other specific situations where we may be required to disclose information about you, such as:

  • Where the Council is required to provide the information by law
  • Where disclosing the information is required to prevent or detect a crime
  • Where disclosure is in the vital interests of the person concerned
