Residual Waste (Non-Recyclable Waste)

From 23 June 2025 restrictions will apply to the amount of residual waste (non-recyclable waste) that householders can present for collection.

Changes are also being made to Household Waste Site rules. Please view our Household Waste Site webpage for more information.

In the meantime, please ensure that you make full and proper use of the Council’s recycling services, including using the food waste collection service.

Residual waste bags (“black bags”) should only contain non-recyclable waste.

“Black Bag” Restrictions Are Coming

 

What are the “black bag” restrictions?

From 23 June 2025 most properties will be able to put out a maximum of three “black bags” every three weeks at the kerbside.

The bags should be standard household black bags (60 litres), no larger than the clear recycling bags.
Bags should not weigh more than 20Kg.

There will also be a ban on unsorted waste at the county’s Household Waste Sites.

What does this mean?

There will be a limit to the amount of “black bags” the Council will collect from your property at the kerbside. In most cases we will only collect up to 3 standard sized bags (60 litres), excess waste will be left behind.

This is in addition to AHP waste from AHP registered customers, where the waste meets the AHP criteria, and that is correctly presented for collection in AHP bags.

There is no limit to the amount of recyclable waste that can be put out for collection in your clear bags, food waste bin or glass box, as long as these containers are used for the right way.

Why we are making changes

Ceredigion has consistently been one of the highest performing recyclers in the UK, but we can do better. Almost half of all the waste that’s in “black bags” we collect at the kerbside could have been recycled, most of this is food waste.

We’re making the changes to encourage more people to recycle their waste, particularly food waste, as it’s better for the environment and reduces costs. Clear bags and food waste are collected every week, so recycling makes it easier to manage your waste too.

Why you should recycle

  • We collect paper, cardboard, plastics, cans, cartons and food waste every week, and glass bottles and jars every 3-weeks making it easier for you to manage your waste.
  • It costs less to recycle waste than to dispose of waste in black bags. Recycling also helps to keep your Council Tax as low as possible as it is more expensive to dispose of/treat non-recyclable waste.
  • Recycling reduces the energy needed to make things from virgin materials and therefore reduces carbon emissions and conserves natural resources.

Frequently Asked Questions About Residual Waste (Non-Recyclable Waste)

 

Residents should supply their own bags for non-recyclable waste. The bags should be:

  • Standard sized domestic waste bags (60 litres), no larger than a clear bag.
  • Strong enough to contain the waste between presentation at the kerbside and collection.
  • Strong enough to contain the waste whilst being lifted/collected.

Suitable black bags are available to buy from the Council’s Customer Service Centres, and many retailers across the county.

Only waste in a non-recyclable bag will be collected.

You can put your 3 tied non-recyclable waste bags inside a bin/wheelie bin on collection day. We will not accept bins or wheelie bins containing loose materials.

Most households don’t put more than 3 bags of non-recyclable waste out for collection each collection day. Those that do are encouraged to recycle as much of their waste as possible. If the waste is compostable, such as pet bedding, please consider composting the waste at home.

If you find that, even after recycling as much as possible, your non-recyclable waste won’t fit into 3 standard sized bags, you, or someone on your behalf, can apply for additional capacity by completing the additional capacity request form on-line here. One of our team may visit you to discuss your circumstances. If we are satisfied that you are recycling as much as possible, we will issue you with Council-branded bags to use.

We understand that not everyone can recycle their waste. You, or someone on your behalf, can apply for additional capacity by completing the additional capacity request form on-line here. A paper copy of the form is also available from the Council's Customer Service Centres.

There is never any excuse for fly tipping, and we believe that most of Ceredigion’s residents already do the right thing and will continue to do the right thing.

Anyone found to be fly tipping will be prosecuted.

There is no evidence to suggest that restricting the amount of non-recyclable bags people can put out would encourage them to contaminate their recycling bags.

Recycling bags, food waste bins, and glass boxes containing non-recyclable waste won’t be collected.

We are asking all households to comply with the residual waste restriction.

We will be reviewing the use of communal collection points. Some residents in these circumstances may be asked to stop using a communal collection point and present their waste individually at the kerbside instead. They will be contacted in due course and supported to make that change by our advisors.

Excess black bags will be stickered by our collection team and left behind.

Everyone has a duty to look after the waste they produce and follow the regulations. We understand that some will have questions or require further support. Any residents that repeatedly disregard the three-bag policy will be visited by our advisors and where appropriate, fixed penalties will be applied.

You can take your domestic recycling to a Household Waste Site. The sites do not accept food waste.

We have introduced a no-unsorted waste policy at the Household Waste Sites. This means that anyone wanting to dispose of “black bag” type waste will be required to sort through their waste bag/bin at the site and remove anything that could be recycled before depositing the non-recyclable waste in the appropriate skip.

Please do not try to take your unsorted general waste to one of the sites. We encourage you to sort your waste for recycling before travelling to a site.

Householders have a legal obligation (duty of care) to take all reasonable measures to ensure that your waste is disposed of properly.

Your duty of care means that you should only pass your waste on to someone authorised to accept that waste. The Regulations are there to prevent illegal waste activities such as fly-tipping. Individuals risk a fine if they pass their waste to an unauthorised person or company.

You should ask your waste collector for details of their waste carrier registration, and check where they are planning to take the waste to. Record the vehicle registration numbers of any vehicle used by a private waste carrier to take your waste away and ask for a proper receipt or invoice. Please note that we do not allow commercial waste carriers to deposit waste at any of the county’s Household Waste Sites.

You will only be allowed to place 3 bags out for each collection. If you are away for your collection and your neighbour or family/friend is unable to place your waste on the kerbside for collection then you can take your sorted bags to your nearest Household Waste Site.

If your caravan is a domestic property, the restriction will apply. Otherwise, the waste is classed as commercial and commercial waste arrangements should be in place.

Try asking a neighbour or family/friends if you could accompany them when they visit a Household Waste Site.

If this is not possible, then please contact us to discuss or arrange a visit with one of our advisors to discuss the scheme, ensure you are recycling all you can and to discuss alternative options.

In these situations, our waste collection crews will be advised about any changes to the restriction. It may not be possible for us to communicate specific changes with you. As each scenario is different, the specific arrangements will also be different. Residents are required to continue to use the Council’s recycling services. It is not our intention to penalise residents where we have failed to provide the service advertised.

If someone else has put their black bags outside your property, please contact us. Anyone found presenting waste outside someone else’s property could be prosecuted.

The sticker should explain why we left your bags behind. This might be because there were too many bags, or that the bags were too large, or that they were too heavy. Please note:

  • In most circumstances, we will only collect up to three bags each collection day.
  • The bags should be no larger than a clear recycling bag (60 litres)
  • The bags should not be heavier than 20Kg
