Self Build Affordable Properties
If you are building an affordable home for your own occupation, you must obtain a Self Build Eligibility Certificate before occupying the property.
Planning permission alone does not mean you can occupy the property as affordable housing. The Council must assess your eligibility separately.
The Process
1. Apply for a Self Build Eligibility Certificate
Before commencing construction, apply to the Council for a Self Build Eligibility Certificate. See How to Apply and this Guidance Sheet.
The Council will assess whether the intended occupier meets the affordable housing eligibility criteria.
Supporting evidence will be required, even where information has previously been submitted as part of the planning application process.
2. Eligibility Certificate Issued
If the Council is satisfied that the eligibility requirements have been met, a Self Build Eligibility Certificate will be issued.
Self Build Eligibility Certificates are valid for 18 months from the date of issue.
3. Build and Occupy the Dwelling
The dwelling must be occupied within the validity period of the certificate.
Before occupation, you must submit a Statutory Declaration confirming:
- The property will be your sole and principal place of residence.
- You do not own any other residential property.
- The date of occupation.
A Statutory Declaration will also be required annually following occupation.
4. If your Certificate Expires before you Occupy the Property
If the dwelling is not occupied within 18 months of the certificate issue date, a new Self Build Eligibility Certificate will be required before occupation can take place.
Updated evidence must be provided, and any change in circumstances may affect eligibility.
If you are unlikely to occupy the dwelling within the certificate period, please contact the Council at GBG-DFS@ceredigion.gov.uk as soon as possible.
If circumstances change and the intended occupier does not wish to occupy the property, please contact the Council before marketing or selling the dwelling. Any sale must comply with the requirements of the Section 106 Agreement. See Selling Your Affordable Home.
