Sections of Public Rights of Way closed in the interest of public health

The following Regulations were made by the Welsh Ministers, laid before the National Assembly for Wales under section 45R of the Public Health (Control of Disease) Act 1984:

The Health Protection (Coronavirus Restrictions) (Wales) Regulations 2020.

These Regulations are made in response to the serious and imminent threat to public health which is posed by the incidence and spread of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) in Wales.

These Regulations came into force at 4pm on 26 March 2020.

In accordance with these Regulations the Local Authority is required to close certain public paths during the emergency where it considers that: 

  • (a) such public paths will be liable to large numbers of people congregating or being in close proximity to each other, or
  • (b) the use of such public paths poses a high risk to the incidence or spread of infection with the coronavirus.

A list of the public paths that are temporarily closed can be found in the table below.

These Regulations expire on 1st January 2021, however, the Welsh Ministers must review the need for restrictions imposed by the Regulations every 21 days. The public paths will be kept closed until it is considered that closure is no longer necessary to prevent, protect against, control or provide a public health response to the incidence or spread of infection with the coronavirus.

Sections of the Public Rights of Way have therefore been temporarily closed in the interest of public health where there is a likelihood of gatherings of people, high levels of use and narrow sections of path where it is not possible to adopt personal social distancing measures.
