Integrated Impact Assessment - Household Waste Sites

Our Integrated Impact Assessment is designed to help our decision making and ensure that a proposal:

  • is aligned to the Council’s Corporate Well-being Objectives
  • complies with the Equality Act 2010, including our socio-economic duty
  • complies with the Welsh Language Measure 2011 (Welsh Language requirements)
  • contributes to the National Well-being goals of the Well-being of Future Generations (Wales) Act 2015 and incorporates the principles of Sustainable Development
  • considers risk management

The Integrated Impact Assessment is categorised into the 7 National Well-being Goals for Wales:

  1. A prosperous Wales – where everyone has jobs and there is no poverty
  2. A resilient Wales – where we’re prepared for things like floods
  3. A healthier Wales – where everyone is healthier and can see the doctor when they need to
  4. A more equal Wales – where everyone has an equal chance whatever their background

Please give a brief description of the purpose of the proposal

As part of the 2024/25 budget setting process it was agreed to review the opening hours across all Household Waste Sites, including the closure of one site.

The current proposal is to suspend the operation of the household waste site at Rhydeinon, until such time as a wider review of waste infrastructure, including household waste sites can be undertaken. It is not proposed to reduce the opening hours at the other sites currently, but this should be reviewed once the impact of the suspension is better understood.

Who will be directly affected by this proposal?

The proposal is likely to affect the general public, and in particular residents of Ceredigion within proximity of the Rhydeinon Household Waste Site.

A public consultation exercise will be undertaken and the results of that presented to the relevant Scrutiny Committee and Cabinet.

Positive

The proposal would seek to provide a sustainable and affordable model of recycling/waste disposal locations within the County, whilst maintaining what is considered to be a reasonable level of access to household waste site services.

Negative

The proposal may increase journey times, and hence carbon emissions, for those in closest proximity to the site.

What evidence do you have to support this view?

Ceredigion’s current provision is unsustainable and unaffordable moving forward and is evidenced by national studies which show that Ceredigion has one of the highest proportion of household waste sites per 10,000 population in Wales.

What action(s) can you take to mitigate any negative impacts or better contribute to this National Well-being Goal?

Suspension of the site at Rhydeinon and retained opening hours at the other sites is expected to have the least impact on residents, compared to other options.

Waste collections and opportunities to recycle would still be maintained through Council’s household waste collection service.

A society where biodiversity is maintained and enhanced and where ecosystems are healthy and functioning.

The proposal may increase journey times, and hence slightly poorer air quality from increased car use by those in closest proximity to the site.

Socio-economic Duty

Socio-economic disadvantage means living on a low income compared to others in Wales, with little or no accumulated wealth, making it more difficult to access basic goods and services.

Family background or where a person is born still affects their life. For example, a child from a wealthy family often does better at school than a child from a poor family, even if the poorer child is more naturally academic. This is sometimes called socio-economic inequality.

The proposal would seek to provide a sustainable and affordable model of recycling/waste disposal locations within the County, whilst maintaining what is considered to be a reasonable level of access to household waste site services

Negative

The proposal is likely to make people feel that they have less access to good services and facilities, although the National Survey for Wales classes ‘services’ as community centres, secondary schools, libraries, clubs, public transport links, shops and pubs, post office, cash machines and health services.
