The views of Ceredigion residents are sought on a review of Statement of Licensing Policy and also the Cumulative Impact Assessment for Aberystwyth Town by Ceredigion County Council.

Review of Statement of Licensing Policy

One of the key functions of each Licensing Authority is to prepare and publish a Statement of Licensing Policy which sets out the basis upon which the Authority will make its licence application decisions. The duty to do this is contained within Section 5 Licensing Act 2003 which also provides for the Licensing Authority to keep its Policy Statement under review generally, but to determine its Policy at least every 5 years, including undertaking a period of statutory consultation.

The current statement of Licensing Policy comes to an end on 07 January 2021 and a new policy is currently being reviewed and consulted upon.

The Council are consulting with everyone who could be affected by the workings of the Act. The Policy Statement, in its final form, will have far reaching implications and it is important that business and residents contribute to its content. Ceredigion residents, representatives of local premises and club certificate holders, representatives of local personal licence holders and representatives of businesses in the area are encouraged to give their views.

Cumulative Impact Assessment in Aberystwyth Town

As part of the review into the Authority’s licensing policy, the Council are carrying out a Cumulative Impact Assessment to establish whether or not the current Cumulative Impact Area in Aberystwyth town, contained in the 2016-2021 statement of licensing policy, should be retained.

A Cumulative Impact Area is a designated zone where evidence has indicated that the number, type or density of licensed premises is impacting adversely on the licensing objectives, namely, crime and disorder, public safety, public nuisance and the protection of children from harm.

This consultation is asking for views and evidence as to whether the existing Cumulative Impact Area contained within the current policy should be retained. Local businesses, local residents and people working in the hospitality industry are encouraged to give their views.

Councillor Gareth Lloyd, Ceredigion County Council Cabinet Member for Finance and Procurement Services and Public Protection Services, said: “Both of these consultations are important to the county’s public protection. I urge all to give their views, especially those who they are most relevant to.”
