5. Planning Permissions and Consent Requirements in a Conservation Area
Applicants are responsible for obtaining all necessary planning approvals before work commences. Repair work and alterations to a building which do not materially affect the external appearance of a building do not constitute development and therefore do not require an application for planning permission.
Planning consent is likely required for:
- Changes to materials or design e.g., replacing render with a different finish, texture or colour
- Painting previously unpainted surfaces or using significantly different colours that affect the historic character
- Replacement of windows and doors of flats
- Replacement or alteration of shopfront facades
- Alteration or removal of architectural features such as cornices, decorative mouldings, pilasters, floor mosaics or traditional signage
- Structural changes or demolition including partial demolition of any building within the Conservation Area
In addition, listed buildings within conservation areas usually require planning consent in addition to the above for:
- Alteration/repair/replacement of windows/doors/facia/facade/guttering and downpipes
- Repair or replacement of render to external facade of the building (including any street facing elevations)
- Planning consent is not normally required in a Conservation Area for:
- Routine maintenance such as cleaning, repainting in the same colour, or minor
- repairs that do not alter appearance
Given the above requirements, we would advise that applicants appoint a professionally qualified person(s) to act as an agent on their behalf.
