This scheme is for the installation of central heating systems in homes for the first time with associated insulation measures. The scheme is designed to help residents without central heating systems, to provide affordable warmth in energy inefficient homes, and to reduce household’s fuel bills. The funding is for the installation of Air Source Heat Pump (ASHP) systems.

The scheme is funded by the Warm Homes Fund (provided by the National Grid and Community Interest company, Affordable Warmth Solutions) together with additional funding from the Energy Company Obligation. City Energy will be responsible for the management and delivery of the heating and other energy efficiency measures installed. Ceredigion County Council’s role is to process the applications and to issue Declarations to eligible households.

The eligibility criteria and the application form are the same as for ECO4 LA Flex. Residents can also qualify under the Home Heating Cost Reduction Obligation (HHCRO/ECO4) when in receipt of a means tested benefit.

Where a tenant applies for the funding, the private landlord will be required to contribute towards the cost of the works. The contribution must be agreed with and paid directly to City Energy.

This scheme has limited funding which will be utilised on a first come first serve basis, coming to an end in March 2024.
