The Childcare Offer provides 30 hours a week of funded Foundation Phase Nursery (FPN) early education and childcare for eligible working parents of three and four-year-olds for up to 48 weeks of the year.

As the Childcare Offer for Wales is a combined offer, made up of FPN education and childcare provision, children must be of an age to be eligible to access both these elements at the same time.

How many hours of childcare am I eligible for?

The offer is a maximum of 30 hours of combined education and childcare.

If parental eligibility has been established, children will usually receive the childcare element of the offer from the term after their third birthday, until they are offered a full time education place - usually the September after their fourth birthday. However, where a local authority sets a different date by which a child must turn 3 to access their FPN entitlement (e.g. by 31 August to access their entitlement in Autumn term), the same rule can be applied to children accessing the childcare element of the offer so that children become eligible to access both the early education and childcare elements of the offer at the same time.

Ceredigion County Council currently funds 10 hours of FPN provision in a Cylch Meithrin/Playgroup or 12½ hours if in a nursery class within a school for every child from the term after a child’s 3rd birthday. This means that eligible parents will qualify for up to 20 hours or 17½ hours of additional childcare during term time.

Due to the late timing of the Easter holidays this year, it will mean that we follow local FPN admissions policy dates. This means a child with a third birthday in April 2019 will not be able to access early education and childcare until September 2019.

Parents are not required to access their early education entitlement in order to access the childcare element of the offer. However their entitlement will include these hours whether they access them or not.

The nursery admission policy sets out the terms in which children are eligible to commence their Foundation Phase Nursery (FPN) early education, within each local authority.

Parents must apply for a FPN education place in a school setting or a non-maintained setting (i.e. Cylch Meithrin or Playgroup).

  • A child who is eligible to receive the offer for three terms [from September] will be entitled to receive 9 weeks of holiday childcare during school holidays.
  • A child who is eligible to receive the offer for two terms [from January] will be entitled to receive 6 weeks of holiday childcare during school holidays.
  • A child who is eligible to receive the offer for one term [from April] will be entitled to receive 3 weeks of holiday childcare during school holidays.

If you are still eligible for the offer in the following September – a new allocation of holiday entitlement will begin.
