Ceredigion Local Development Plan

The Local Development Plan (LDP) is the new land use plan that the Local Authority is now required to prepare. Work on preparing the LDP has begun in 2007 and will be on-going for the next 4 years.

On the 18th January 2007, Ceredigion County Council resolved to start work on a local development plan (LDP) for Ceredigion.

11) Resolution to Stop Work on the UDP and progress with the Local Development Plan (LDP) process

The LDP is a statutory land use plan which will cover development and planning issues which affect the County for the next 15 years or so. The key LDP stages are as follows:

  • Delivery Agreement
  • Pre-Deposit Participation
  • Pre-Deposit Public Consultation
  • Statutory Deposit of Proposals
  • Advertisement of Site Allocation Representations
  • Submission of LDP for Examination
  • Independent Examination
  • Publication of The Planning Inspector's Report
  • Adoption

The website will be kept up to date to indicate the progress of each of these stages. More detail with regard to the timetable for LDP delivery in Ceredigion can be found in the 'Draft Delivery Agreement' below. HOW ARE PLANNING APPLICATIONS TO BE DETERMINED BEFORE THE LDP IS ADOPTED?

Until the LDP is adopted, the existing Dyfed Structure Plan remains the relevant adopted Development Plan for the County. In addition, the Ceredigion UDP (though not adopted) carries significant weight in determining planning applications. The relevant UDP (the Proposed Changes Version 2006) along with guidance on the Council's Affordable Housing policies can be accessed via the download below.

The public consultation period on the 3 documents below will last 6 weeks between 12 March and noon 28 April 2009.


As part of the process towards preparing the Local Development Plan (LDP), the Council invited developers, service providers, landowners and others with an interest in land to submit sites they wished to be considered for development or other uses through the LDP. The sites identified are referred to as Candidate Sites.

The LDP team are holding a number of working groups to look at a range of important issues which will underpin the development of LDP policy.
