C7	Cynllun Rheoli Asedau Eiddo – Neuadd y Dref a Neuadd y Farchnad, Aberteifi PENDERFYNIAD (i) parhau gyda thrafodaethau ynglŷn â threfniadau prydlesu gyda Menter Aberteifi; a (ii) cheisio cael cyllid grant yn 2005/06 ar gyfer atgyweiriadau hanfodol i’r adeilad ar y sail y bydd y gwaith yn cael ei gyllido 100% heb unrhyw gost ychwanegol i’r Awdurdod. *Rheswm dros y penderfyniad:-* parhau i ailddatblygu’r adeilad.	C7	Property Asset Management Guildhall and Market Hall, Cardigan DECISION (i) to continue with negotiations on the leasing arrangements with Menter Aberteifi; and (ii) to seek grant funding in 2005/06 for essential repairs to the building on the basis that the works will be 100% funded at no additional cost to the Authority. *Reason for decision:-* to proceed with redevelopment of the building.
C8	Yr Hen Festri, Eglwys Sant Mihangel, Aberystwyth PENDERFYNIAD Bod, yn ddibynnol ar drafodaethau pellach a sicrhad parthed ymarferoldeb a rhannu’r prosiect, cytundeb mewn egwyddor fod y tir a’r adeilad a elwir yn yr Hen Festri yn cael ei drosglwyddo i Eglwys Sant Mihangel ar yr amodau a’r telerau a amlinellir yn yr Adroddiad. *Rheswm dros y penderfyniad:-* mewn ymateb i ddeiseb a dderbyniwyd oddi wrth Reithgor Aberystwyth yn darparu cynlluniau i adnewyddu’r Festri adfeiliedig i fod yn ystafell ddarlithio ar gyfer Academi Cymrodoriaeth Gristnogol Aberystwyth.	C8	The Old Vestry, St. Michael’s Church, Aberystwyth DECISION That, subject to further discussions and assurances regarding the viability and programming of the project, to agree in principle that the land and building known as the Old Vestry be transferred to St. Michael’s Church on the terms and conditions outlined in the Report. *Reason for decision:-* in response to a petition received from the Rector of Aberystwyth providing plans to renovate the derelict Vestry to become a lecture room for the Aberystwyth Academy of Christian Fellowship.
C9	Rheoli Asedau Eiddo – Neuadd y Farchnad yn Aberystwyth ac Aberteifi PENDERFYNIAD (i) parhau trafodaethau gyda Menter Aberteifi parthed Neuadd y Farchnad Aberteifi; a (ii) bod yr ardal nad ydyw yn cael llawer o ddefnydd yn Neuadd y Farchnad Aberystwyth yn cael ei ddefnyddio a’i fod ar gael i’w osod. *Rheswm dros y penderfyniad: -*parhau i wella a chael defnyddio llawn o’r ddau adeilad.	C9	Property Asset Management – Market Halls at Aberystwyth and Cardigan DECISION (i) to continue negotiations with Menter Aberteifi with respect to Cardigan Market Hall; and (ii) that the underused area at the Aberystwyth Market Hall be brought into use and made available for letting. *Reason for decision* :- to proceed with improvement and full utilisation of both buildings.
C10	Materion yn ymwneud â chreu/dileu statws cefnffordd a’r Ffordd Osgoi arfaethedig yn Llanbadarn Fawr. PENDERFYNIAD Ymateb i Lywodraeth Cynulliad Cymru yn y modd canlynol: (i) nodi bod y Cyngor yn siomedig ar y diffyg datblygiad o ran hyrwyddo a darparu ffordd osgoi yn Llanbadarn, gan fynegi pryder fod y cynllun “wedi ei ohirio” (ii) hoffai’r Cyngor atgoffa LlCC o weithgareddau eraill yn Aberystwyth ac o’i amgylch a fydd yn gwaethygu fwy fwy ar sefyllfa’r traffig yn Llanbadarn; ac y mae rhai o’r rhain yn weithgareddau LlCC; (iii) er nad yw’n ddelfrydol o bell ffordd, roedd y Cyngor yn teimlo y gallai gefnogi’r “camau interim” a argymhellir gan LCC ar yr amod fod Ffordd Osgoi Llanbadarn yn cael mwy o flaenoriaeth, ac y nodir dyddiadau pendant ar gyfer dechrau’r broses. Nid yw’r Cyngor am arafu Rhaglen creu/dileu statws cefnffyrdd, ond mae’n bosib y byddai’n fodlon cyfaddawdu ar y mater yma cyn belled ag y gwelir datblygiad real o ran Ffordd Osgoi Llanbadarn. (iv) bydd angen nifer o welliannau a restrwyd yn lleol cyn y gall y Cyngor ystyried cyfrifoldeb am rannau o’r briffordd lle y dilëwyd statws cefnffyrdd. Fodd bynnag, bydd yn rhaid i LCC gadarnhau eu bod yn fodlon ymgymryd â’r gwaith sy’n ofynnol cyn y bydd y Cyngor yn derbyn y broses o ran creu/dileu statws cefnffyrdd. Cydnabyddir bod materion o fanylder yma sydd angen eu datrys. *Rheswm dros y penderfyniad:-* angen paratoi ymateb	C10	Aberystwyth Trunking/De-Trunking issues and the proposed Llanbadarn Fawr By-Pass DECISION To respond to WAG in the following manner: (i) that the Council is disappointed at the lack of progress in promoting and delivering a Llanbadarn By-Pass, and especially concerned that the scheme is still classified as being “on hold”; (ii) that the Council wishes to remind WAG of other current activities in and around Aberystwyth that will exacerbate the traffic situation at Llanbadarn even further; some of these are WAG activities; (iii) that whilst being far from ideal, the Council could support the “interim solution” being proposed by WAG on condition that a Llanbadarn By-Pass does enjoy a higher priority, and that firm dates are established for the process to commence. The Council does not want to seek to slow down the T/DT Programme, but may be prepared to compromise on this issue as long as real progress can be demonstrated with regard to a Llanbadarn By-Pass; (iv) that a number of previously listed local improvements are required before the Council could consider assuming responsibility for de-trunked sections of highway. Again, any acceptance of the T/DT process must be underpinned by WAG confirmation to the required works. It is recognised that there are issues of detail here that need mature resolution. *Reason for decision:-* prepared response required.
C11	Rheoli Asedau Eiddo – Clwb Bowlio Aberystwyth PENDERFYNIAD Derbyn y cynnig i ollwng Hen Lain y Gogledd gan Glwb Bowlio Aberystwyth, pan fydd defnydd hamdden neu amwynderol arall a phriodol, y ceir ei ariannu’n llawn, wedi ei gytuno gan y Cabinet. *Rheswm dros y penderfyniad:* er mwyn tynnu’r llain oddi ar y les gyfredol.	C11	Property Asset Management – Aberystwyth Bowling Club DECISION To accept the proposal for surrender of the Old North Green by the Aberystwyth Bowling Club, once an appropriate , fully funded alternative leisure or amenity use has been agreed by Cabinet. *Reason for decision:* in order to remove the green from the existing lease.
C12	Dylunio a Goruchwylio Safleoedd ar gyfer 2005/06 Cynlluniau Cynnal a Chadw Pontydd. PENDERFYNIAD Cymeradwyo ymestyn y gwaith cyfredol ar y pontydd, a gomisiynwyd gydag Adran Gwasanaethau Technegol Cyngor Sir Caerfyrddin ar yr un amodau a thelerau i gynnwys un ar ddeg cynllun ychwanegol ar amcangyfrif cost o £42,000 yn unol ag amod 6(g) Rheolau Trefniadau Contract y Cyngor Sir. Rheswm dros y penderfyniad:- er mwyn parhau â’r cynlluniau sy’n weddill.	C12	Design and Site Supervision of the 2005/06 Bridge Maintenance Schemes DECISION To approve extension of the existing bridgeworks commission with Carmarthenshire County Council Technical Services Department on the same terms and conditions, to include an additional eleven bridge schemes at an estimated cost of £42,000, in accordance with clause 6(g) of the County Council’s Contract Procedure Rules. *Reason for decision:-* in order to proceed with the remaining schemes

C13	Departmental Reports for Information It was RESOLVED to note the following Reports of the Director of Highways, Property and Works for information:_ 1. Land Drainage Act 1991 – Flood Alleviation Scheme at Glanyrafon Terrace, Llanrhystud 2. Council Construction Programmes 3. Staff Achievements – and extend the Cabinet’s congratulations on the success attained.
C14	Datblygu Caffael yng Ngheredigion Ystyriwyd Adroddiad Cadeirydd y Gweithgor Adolygu Caffael ar yr argymhellion i ddatblygu ymhellach y broses Caffael yng Ngheredigion. PENDERFYNIAD (i) y dylid sefydlu swydd Cydlynydd Caffael i gydlynu caffael corfforaethol o fewn y Cyngor;ac (ii) y dylid ariannu cost y swydd yn ogystal â chefnogaeth weinyddol o arbedion caffael, yn amodol ar warant y caiff y gost honno ei hariannu o’r gyllideb wrth gefn, os bydd angen hynny, yn ystod y flwyddyn gyfredol *Rheswm dros y penderfyniad:-* er mwyn darparu gwasanaethau cost effeithiol ac adnoddau ariannol a reolir yn ddarbodus o fewn ffiniau a gytunwyd.	C14	Development of Procurement in Ceredigion Consideration was given to the Chair of the Procurement review Working Group upon proposals for further development of Procurement in Ceredigion. DECISION (i) that the post of Procurement Coordinator be established to coordinate corporate procurement within the Council; and (ii) that the cost of the post, together with administrative support, be funded from procurement savings, subject to that cost being underwritten via the contingency budget, if necessary, during the current year. *Reason for decision:-* in order to deliver cost effective services and prudently managed financial resources within agreed limits.
C15	Polisi Diogelwch TGCh 2005 Ystyriwyd Adroddiad y Cyfarwyddwr Cyllid ar Ddrafft diwygiedig y Polisi Diogelwch TGCh 2005. PENDERFYNIAD Argymell i’r Cyngor llawn y dylid mabwysiadu’r Polisi Diogelwch TGCh. *Rheswm dros y penderfyniad :-* darparu polisi diwygiedig wedi ei ddiweddaru.	C15	ICT Security Policy 2005. Consideration was given to the Report of the Director of Finance upon the revised Draft ICT Security Policy 2005. DECISION To recommend adoption of the revised, updated ICT Security Policy to full Council. *Reason for decision:-* to provide an updated revised policy.

C20	Cynllun Genesis Ystyriwyd gwahoddiad a dderbyniwyd gan y Cyngor i fod yn rhan o gontract gyda WEFO i dderbyn arian ar gyfer prosiect a fyddai’n galluogi rhieni i ddychwelyd i’r gwaith. Rhoddwyd sicrwydd y cytunwyd ar dderbyn yr arian cyfatebol angenrheidiol ymarferol yma o arian Cymorth a bod darpariaeth reoli briodol a mecanweithiau ariannol mewn lle i weithredu’r prosiect yn effeithiol. PENDERFYNWYD nodi a chefnogi’r prosiect fel yr amlinellir yn yr Adroddiad (a ystyriwyd ar y cyd â Chofnod C29).	C20	Genesis Scheme Return to Work Consideration was given to the invitation to the Council to enter into a contract with WEFO to receive funding for a project to enable parents to return to work. Assurance was given that the requisite match funding in kind from the Cymorth fund had been agreed and that appropriate managerial provision and financial mechanisms and project controls were in place to successfully operate the project . It was RESOLVED to note and support the project as outlined in the Report (considered in conjunction with Minute C29)

C30	Adoption of European Project Working Practices DECISION That all Departments adopt the Council’s European Project Working Practices as outlined in the Report. Reason for decision:- in order to provide a common approach within the Authority in the Management of European Funded Projects.

Rheswm dros y penderfyniad:- cydymffurfio â gofynion y Ddeddf.	C32	Regulation of Investigatory Power Act 2000 DECISION (i) to accept the recommendations of the Surveillance Inspector as contained in the Report and authorise officers to proceed with implementation of the recommended actions; and (ii) to commend Officers on the standard achieved. Reason for decision:- to comply with requirements of the Act.
