Consideration was given tot the Report of the Chief Executive updating Members in on the Audit Commission in Wales’ reports and recommendations in relation to:-

• “Towards E-government and Delivering Improvement through Technology Phase 2”
• Improvement Study – Customer Focus and Engagement

DECISION

(i) to note the reports of the Audit Commission in Wales;

(ii) to request the Electronic Ways of Working Group (eWOW) to consider the issues raised in the Report and report back to Cabinet on:-

• their findings; and
• in relation to the proposal to consider the need for additional project staffing resources.

(iii) to note that a Cabinet Working Group to consider the Consultation Paper “Making the Connections:- Delivering Better Services for Wales” would be held on 22 January 2005 (p.m.).

The Audit Commission in Wales’ Revenue and Benefits follow up Report

Consideration was given to the Report of the Director of Finance upon the findings of the Audit Commission in Wales’ in the Revenues and Benefits follow up reports following the Best Value review undertaken in 2000.

DECISION

(i) to note the content of the Audit Commission’s Report;

(ii) that the Finance Department will establish an appropriate Action Plan to drive forward the required improvements and that the department will report back to Cabinet with a progress report as soon as possible; and

(iii) to congratulate the Department on the very real improvements achieved.

Reason for decision:- to proceed with implementation of improvements to the Revenues and Benefit service.

Ceredigion Heritage Centre – Feasibility Study

Consideration was given to the Report of the Director of Education and Community Services following receipt of a Feasibility Study upon establishing a Heritage and Lifelong Learning Centre at Aberystwyth, incorporating Library, Archive and Museum services together with access to a wide range of learning opportunities and resources for both young and old.

DECISION

(i) to accept the report and recommendations of the Feasibility Study,

(ii) to include the report as part of the consideration of future use of Council buildings and office accommodation in Aberystwyth in the future; and

(iii) that the Capital Expenditure Working Group be requested to consider the implications of the proposals on the future years’ Capital Programme.

Reason for decision :- to progress consideration of a new Ceredigion Heritage Centre in Aberystwyth.

To include Councillor A. Wilson as local Member on any Panel established to form a response to the Draft Proposals.

The Chief Executive advised Members of a suggestion made by Councillor W.P. James to market Llanddewi Brefi products, hopefully signed by the cast involved in the series “Little Britain”, as a means of raising funds for the Tsunami disaster.

DECISION

(i) to support the proposal; and

(ii) to authorise officers to proceed and take any action necessary to ensure success of the venture.

Reason for decision:- in order to maximise on a means of raising funds for the disaster.

Consideration was given to the Report of the Director of Corporate and Legal Services upon proposals for the development of the Lampeter Mart site.

DECISION

To authorise preparation of a Development Brief as outlined in the Report and that proposals are sought from developers with a suitable track record and expertise.

Reason for decision:- in order to provide feasible regenerative options for development of the site.
