C128 – Warden Cymunedol ar gyfer Aberystwyth – Adroddodd y Cadeirydd nad oedd gwybodaeth a dderbyniwyd gan y Cabinet oddi wrth Gyngor Tref Aberystwyth yn hollol gwrdd â chymeradwyaeth yr Aelodau i gyd a chadarnhaodd y Cynghorydd E.C.Williams mai’r swm oedd ar gael oedd £40,00 y flwyddyn am 2 flynedd. Ychwanegodd Cyfarwyddwr y Gwasanaethau Amgylcheddol a Thai i Aelodau lleol ar Bwyllgor Trosolwg a Chraffu’r Gwasanaethau Amgylcheddol a Thai ddatgan eu bod yn anghytuno gyda’r adroddiad yn y Cambrian News, ac mi roedd y sefyllfa yn unol â’r hyn a fynegwyd gan Gynghorydd Williams. Ychwanegodd fod gwaith paratoi yn mynd yn ei flaen ac ni chaiff staff eu penodi hyd nes y bydd cadarnhad wedi ei dderbyn. Datganodd y Cadeirydd fod angen ymatebion cyn gynted â phosibl.

Matters Arising C123(ii) – Councillor R.P. Quant, Economic Development, Tourism, Europe and Training reported that a letter had been received from CADW in relation to the application for a Historic Building Grant for emergency works at Castle Green House, Cardigan, confirming that they were able to agree the eligible costs as outlined. It was RESOLVED to forward a written confirmation to agree to the waiver in relation to the “requirement for insurance to protect the grant investment”
C128 – Community Warden for Aberystwyth – The Chairman reported that the information received by Cabinet from Aberystwyth Town Council didn’t completely meet all its Members’ approval and Councillor E.C. Williams confirmed that the amount available was £40,000 per year for 2 years. The Director of Environmental Services and Housing added that local Members on the Environmental services and Housing Overview and Scrutiny Committee had stated that they disagreed with the report contained in the Cambrian News and the situation was as indicated by Councillor Williams. He added that preparatory work was continuing and no appointment of staff would be made until confirmation was received. The Chairman stated that responses were required as quickly as possible.
C130 – Local Democracy Week 200 The Cabinet Member with the Education and Community Services Portfolio, Councillor R.E. Thomas, confirmed that the first meeting of the Local Democracy Week had been held the previous day in Aberaeron and had been very successful.

Development of Strategic Road Network in Ceredigion Consideration was given to the report of the Director of Highways, Property and Works upon the Development of Strategic Road Network in Ceredigion. DECISION To establish a working group, consisting of Councillor D.Ll. Evans, Leader of the Council, Councillor E.J.K. Evans, Cabinet Member for Highways, Property and Works and Councillor R.P. Quant, Cabinet Member for Economic Development, Tourism, Europe and Training, to consider the development of the strategy proposals for a core highway network within the County. Council Tax Liability on Dwellings that have no Residents (Prescribed Class) Consideration was given to the Report of the Director of Finance providing Cabinet with information relating to properties that fall into Prescribed Classes A, B, and C enabling Members to recommend to Council the amount of discount to be granted to such properties under Section 12 of the Local Government Finance Act 1992 for the financial year 2005/06. DECISION To recommend to Council at its Meeting to be held on 28 October 2004 that:- (ii) to grant a 50% discount to properties in Prescribed Class C; and (iii) that these clauses apply to the whole of the Authority’s area.

DECISION (i) to recommend to full Council to approve the amended Draft Code of Good Practice for Councillors and Officers in planning matters; and (ii) to request Officers to investigate the possibility of extending the powers of local Members attending site meetings within their area, who are not Members of the Development Control Committee. Reason for decision:- in order to have an up to date Planning Code in place.

Ceredigion and the Arts Consideration was given to the Report of the Director of Education and Community Services updating Members in relation to the Arts in Ceredigion reporting on the conclusions of the Arts Council of Wales and the Audit Commission in Wales following consideration of the Ceredigion Arts Strategy, that there was a need to appoint a County Arts Officer. The Leader reported that he had been present during the Meeting with the Arts Council and felt that, before proceeding further, Members should be presented with a clearer picture of requirements throughout the County. DECISION (i) to defer decision and request the Cabinet Member and Officers to meet with the Departmental Management Team in order to further consider requirements throughout the County; and (ii) to update the Ceredigion Art Strategy in order to present a more complete and current document. Reason for decision:- so that further consideration may be given to appointing an Arts Development Officer.

PENDERFYNWYD (i) nodi ac argymell y dylai’r Cyngor llawn gymeradwyo Adroddiad y Cyfarwyddwr Addysg a Gwasanaethau Cymunedol a oedd yn cynnwys dogfennau yn ymwneud â delio â materion staffio a chwynion mewn ysgolion fel sail i Gyrff Llywodraethol fedru fabwysiadu’r polisïau a’r trefniadau priodol; a (ii) argymell y dylai’r Cyngor gymeradwyo’r camau a gymerwyd gan y Cyfarwyddwr Addysg a Gwasanaethau Cymunedol o ran y canlynol:- (a) anfon y dogfennau i Gyrff Llywodraethol yn pwysleisio ar yr angen i fabwysiadu trefniadau priodol ar gyfer delio â materion staffio; (c ) ysgrifennu at bob aelod o’r Corff Llywodraethol a holl Benaethiaid yn eu gwahodd i fynychu seminar ar y trefniadau newydd sydd i’w gweithredu.

Issues relation to Staffing andComplaints Consideration was given to the Director of Education and Community Services upon Issues relation to Staffing and Complaints following the recent report of the Children’s Commissioner in Wales as a result of the CLYWCH Enquiry and the anticipated guidance from WAG on staff disciplinary procedures in schools. It was RESOLVED (i) to note and recommend that full Council approve the Report of the Director of Education and Community Services containing documents relating to dealing with staffing issues and complaints in schools as a basis for Governing Bodies to adopt relevant policies and procedures; and (ii) to recommend that Council approve the action of the Director of Education and Community Services in the following:- (a) forwarding the documents to school Governing Bodies emphasizing the need to adopt appropriate procedures for dealing with staffing matters; (b) to revise LEA Guidance on staffing issues once WAG documents are published; (c) to write to each members of the Governing Bodies and all Headteachers, inviting them to attend seminars on the new procedures to be implemented. Reason for decision:- in order to prepare all personnel for implementation of the new policies.

DECISION (i) to note and approve the Housing Grants Panel recommendations contained in the notes of the Meeting of the 7 September 2004; and (ii) to recommend to full Council at its Meeting to be held on 28 October 2004 that the owner occupier’s contribution be reduced from 50% to 25% for Group Repair Scheme properties within a Renewal Area. Reason for decision:- to facilitate the smooth operation of the Council’s Private Sector Renewal policy.
