PENDERFYNIAD

(i) cefnogi llunio memorandwm o ddealltwriaeth gyda Chyngor Sir Powys yn nodi’r trefniant partneriaeth ar gyfer rheoli a chyflwyno Asiantaeth Cefnffyrdd Canolbarth Cymru newydd.

(ii) cymeradwyo sefydlu Bwrdd Rheoli Asiantaeth Canolbarth Cymru, gan ymgyrffori o leiaf ddau Aelod o bob Awdurdod;

(iii) enwebu’r Cynghorwyr E.J.K.Evans a R.P.Quant er mwyn cynrychioli’r Awdurdod ar y Bwrdd yn y lle cyntaf; a

(iv) chefnogi penodiad Rheolwr Cefnffyrdd, gan adrodd yn uniongyrchol i’r Bwrdd Rheoli, er mwyn goruchwylio caffaeliad a chyflwyniad y trefniadau newydd a’trosglwyddiad o’r asiantaethau presennol yng Nghanolbarth a Gorllewin Cymru.

Trunk Road Agency Arrangement

DECISION

(i) to endorse the drawing up of a memorandum of understanding with Powys County Council setting out the partnership arrangement for managing and delivering the new Mid Wales Trunk Road Agency;

(ii) to approve the establishing of a Mid Wales Agency Management Board, incorporating a minimum two Members from each Authority;

(iii) to nominate Councillors E.J.K. Evans and R.P. Quant to represent the Authority on the Board initially; and

(iv) to support the appointment of a Trunk Road Manager, reporting directly to the management Board, to oversee the procurement and delivery of the new arrangements and migration from the current agencies in Mid and West Wales.

Reason for decision:- in order to provide guidelines and requirements to establish the new Mid Wales Trunk Road Agency.

Development at the Glanyrafon Depot, Aberystwyth DECISION

(i) to approve the development of a new two-storey development at Glanyrafon; and

(ii) to approve the funding of the development as outlined in Paragraph 5 to the Report.

Reason for decision:- to enable progression of the scheme.

Rates for Weighing at Glanyrafon Waste Transfer Station

DECISION

(i) to approve increasing the minimum charge to ¦pound;6.00 plus VAT; and

(ii) to request a report from the Directors of Environmental Services and Housing and Highways, Property and Works on the likely implications of Landfill Tax increases and other Waste Directives upon the financial resources of the Authority.

Reason for decision:-

(i) to reflect the true cost of provision.

(ii) to assess the implications of the tax on available resources

Extension of Civic Amenity Site Contracts

DECISION

To approve extending the contracts for a period of twelve months, subject to each contractor being made aware of the need for their staff to extend every courtesy and assistance to the general public.

PENDERFYNIAD

(i) cymeradwyo Strategaeth Dai Leol Ceredigion 2004/05, ynghyd â’r newidiadau i gynnwys, ymhlith materion eraill, Strategaeth Gorfforaethol y Cyngor ac argymell y dylai’r Cyngor llawn ei mabwysiadu; a

(ii) mabwysiadu’r Amcanion Tai Strategol, y Camau Allweddol a’r Canlyniadau Targed a nodir yn y Strategaeth yn sail ar gyfer gweithredu at y dyfodol a pharatoi Cynllun Busnes y Cyfrif Refeniw Tai a’r Cynllun Gweithredu Tai Lleol.

Ceredigion Local Housing Strategy

DECISION

(i) to endorse the Ceredigion Local Housing Strategy 2004/05, together with the amendments to include amongst other matters, the Council’s Corporate Strategy, and recommend to full Council for adoption; and

(ii) that the Strategic Housing Objectives, Key Actions and Target Outcomes identified in the Strategy be adopted as a basis for future operations and preparation of the Housing Revenue Account Business Plan  and the Local Housing Operational Plan.

Reason for decision:-

1. to ensure progression of the Local Housing Strategy 2004/09 and compliance with the statutory provisions of the Local Government Act 2003

2. to promote strategic and corporate solutions to housing problems

3. to assist the council in promoting its strategic enabling housing role within the County.

ELWa Review of Hyfforddiant Ceredigion Training

DECISION

(i) to note the Report of the Director of Corporate and Legal Services updating Members in relation to the conclusions of the ELWa Review of Hyfforddiant Ceredigion Training, illustrating that HCT have the best performance record in Mid Wales; and

(ii) to convey the Cabinet’s congratulations to HCT on their outstanding success.
